In my experience, 1000 Kbps isn’t nearly enough for high-quality VP6 video at 640×480. Try encoding a whole set of them to see what you need to get the quality you want, just increasing the video data rate by 500 or 1000 Kbps at each step.

At a minimum, you’ll need 2 Mbps or maybe 3 Mbps to get what you want.
